That setting works only for single profile. To configure trusted location globally we need to configure mms.cfg file, which in Windows 7 64 bit is located in %windir%\SysWOW64\Macromed\Flash. Edit the file and add the following line: EnableInsecureLocalWithFileSystem=1. Some say that we should also create a folder in the same directory named FlashPlayerTrust and text file (any name) with the exact path (either local or remote) to the content that needs to be played.
