Set Chrome shortcut (make a copy) "Target" to:
"C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" --kiosk
or
"C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" --start-fullscreen
The second option allows you to exit the full screen mode with F11.
and then put it in the startup folder, you can also apply autologon (netplwiz) via regedit, and voila
